The Supreme Court on Wednesday allowed a Manipur government plea to appoint its Director General of Police (DGP) from outside the State cadre.A Bench headed by Chief Justice of India Surya Kant passed the order on an application moved by the State government which flagged the past incidents of ethnic and civil unrest in the State.The government said there was a need for a “competent” senior officer to head the State Police.“The difficulties we find as Central government is that, from among the eligible candidates, we are not able to find the person of that competence,” Solicitor General Tushar Mehta submitted.The incumbent in office, Rajiv Singh, an IPS officer from the Tripura cadre, was appointed Director General of Police in Manipur in June 2023 and his tenure is coming to an end on May 31, 2026.“This application has been moved by the State of Manipur briefly narrating the unprecedented ethnic and civil unrest that has taken place in the State… In the peculiar facts and circumstances prevailing in the State, the prayer has been made to appoint the Director General of Police from outside Manipur cadre. We find merit in the prayer. The application is allowed.

HYDERABADKhairatabad District Congress Committee president Motha Rohit Mudiraj on Wednesday lodged a complaint at the Abids police station against BRS leader and former Chennur MLA Balka Suman, alleging that his recent remarks were “provocative and capable of inciting violence”.In the complaint, Mr. Rohit alleged that Mr. Suman had made statements encouraging people to attack government offices, block railway tracks and indulge in violent activities, which, he said, posed a threat to law and order in the State.Describing the remarks as irresponsible and dangerous, the Congress leader urged the police to immediately register a case against Mr. Suman and take stringent action against him.He said such statements could seriously disturb peace and public order and sought the arrest of the former MLA to prevent any untoward incidents. The Telangana High Court declined to interfere with an order passed by the Debt Recovery Appellate Tribunal-Kolkata dismissing its interim application to condone delay of 169 days in appealing against an order of Debt Recovery Tribunal-Hyderabad order.A bench of Justices Moushumi Bhattacharya and Gadi Praveen Kumar dismissed the writ petition filed by the Bank of Baroda (e-Vijaya bank) of ARM branch in Hyderabad in the matter. In 2019, the DRT-Hyderabad directed the bank to refund the bid amount of ₹4.64 crore to Kosetty Krishna, who participated in the auction of a non-performing asset, at the simple interest rate of 5%.Challenging this order, the bank approached the HC. On April 29 of 2024, the HC ordered the bank to file an appeal before the DRAT within eight weeks. However, the bank filed the appeal on December 10 of 2024, 224 days after the HC passed the order, seeking condonation of the delay of 169 days in filing the appeal. The DRAT dismissed the appeal.Upholding the DRAT decision, the HC division bench dismissed the bank’s plea observing that the facts of the case suggest that the bank was ‘lethargic and lax in taking their duty to comply with the HC’s direction with seriousness’.
