Supreme Court of India in New Delhi. | Photo Credit: File The Supreme Court on Wednesday (June 17, 2026) took strong exception to an allegation that its Registry had misplaced a case file relating to a plea challenging a Punjab and Haryana High Court order, observing that such “inefficiency” warranted an inquiry.A Bench comprising Chief Justice of India (CJI) Surya Kant and Justice V. Mohana made the observation after advocate Shubhi Shivani Ahmed informed the court that the file relating to an appeal against an April 27, 2026 order of the Punjab and Haryana High Court rejecting her client’s anticipatory bail plea had allegedly been misplaced by the administrative wing of the apex court.“The special leave petition was filed on June 8. However, it has not been registered by the Registry to date,” she submitted. Ms. Ahmed further informed the Bench that she had written to the concerned Registrar seeking clarification but had received no response.The Chief Justice observed that the allegation could not be brushed aside and would have to be thoroughly examined.“It is a very serious matter if the Registry has misplaced the file. If our Registry is misplacing files in urgent matters, do you think I will simply direct the matter to be listed? I must do something more. Please give me the details. I would like to look into this inefficiency, what is the reason behind it and who is responsible for it,” he said.The Chief Justice also asked Ms. Ahmed to have the advocate-on-record (AoR) who had filed the petition lodge a formal complaint and furnish the relevant details of the incident.“Ask your AoR to submit a complaint to me today. I am available. He or she may submit it in chambers or at my residence. Give me the case details,” he said.Repeated instancesThis is not the first time CJI Kant has voiced concern over the functioning of the Registry.In May, he delivered a sharp rebuke to the administrative wing, terming the conduct of its officials “nasty” and remarking that some appeared to think of themselves as a “super Chief Justice of India”. The remarks came after he questioned how Registry officials had concluded that the Bench had not issued notice to the Enforcement Directorate and other respondents in a matter before it.In March, the Chief Justice had also raised concerns over the Registry’s functioning after a public interest litigation (PIL) was listed for hearing more than a year after it was last taken up in February 2025. He had then sought a report from the Registrar on the delay.The Chief Justice has on earlier occasions indicated that “reforms” are required in the functioning of the Registry and observed that he would be “failing in his duty” if he did not undertake such reforms during his tenure.“The Registry officials think they are here for 20 years... and we are all in the transit stage while they are permanent. They think the Registry should function the way they want,” he had remarked in February.The Supreme Court Registry functions under Article 146 of the Constitution and operates under the overall supervision of the Secretary General, who reports to the CJI. The Registry is responsible for the administration of court records, listing of cases, and compliance with procedural requirements. Shravan Kumar of the Telangana High Court on Thursday will hear two writ petitions filed by the State Bank of India challenging the sale of its five acres of land through e-auction by the State government.The SBI filed the two petitions by way of lunch motions two days ago seeking direction to set aside the sale of land located at Hyderabad Knowledge Centre in Raidurg of Rangareddy district. The judge directed the registry to list the pleas for Thursday after the Special Government Pleader Rahul Reddy sought time to secure instructions in the matter.Senior counsels B.S. Prasad and N. Venkatraman appeared for SBI. They contended that in 2010 the then government of the undivided Andhra Pradesh State allotted five acres of land at Raidurg to the State Bank of Hyderabad (which eventually got merged with the SBI) for construction of office and other complex. The SBH paid sale consideration of ₹ 13.33 crore and other fees following which the allotment letter was issued by the then AP Industrial Infrastructure Corporation Limited.An agreement for sale of land with certain terms was executed between the APIIC and the SBH to this extent in 2011. The SBI counsels said a bank branch office building and three ATM centres were built on the said land and further timelines for construction of buildings as per the terms in the agreement were submitted to the government.However, on January 22, 2021, the government issued proceedings cancelling the allotment of the land. The SBI moved the HC which had set aside the cancellation memo and directed the government to consider the request of the bank and pass appropriate orders. According to the SBI counsels, the cancellation proceedings issued by the government in 2021 ceased to exist in the eyes of the law in the backdrop of the HC order.In another writ petition filed by the bank, the HC directed the government to consider the request of the bank for initiation of steps for implementation of the project of building office at the site. The government went for an appeal in the matter but the HC affirmed the earlier orders, according to the bank.Meanwhile, the government issued e-auction notice for sale of the land on this May 6 and the land was sold off, the SBI contended. Binoy Viswam | Photo Credit: File photo Inferring the reasons for the massive drubbing suffered by the Left Democratic Front (LDF) in the 2026 Assembly elections, the Communist Party of India (CPI) has concluded that the front, in which it is the second-largest constituent, could not gauge the pulse of the people and was caught unawares by the ‘political tsunami’ favouring the Congress-led United Democratic Front (UDF). The minority communities, Christians and Muslims, which had thrown their political weight behind the alliance in the last two Assembly elections, abandoned it in the latest outing, the CPI State secretariat and the State executive, which met here over the last two days, concluded. The State Council meeting, which will continue on Thursday (June 18, 2026) as well, is also believed to have reached such a conclusion. The election outcome post-mortem, held from the lower-level units up to the State council, shared the belief that the Global Ayyappa Sangamam, in which Uttar Pradesh Chief Minister Yogi Adityanath’s message was read out, was a misadventure that caused a serious dent in the secular countenance of the LDF.There was also unanimity over the crippling impact of the then Chief Minister Pinarayi Vijayan’s generous accommodation of SNDP general secretary Vellappally Natesan, widely seen as making anti-Muslim remarks. Alongside a loss of minority votes, the alliance also ceded a sizeable chunk of its mass votes to the BJP, which has become a key player on the electoral scene, the CPI concluded. The mental healthcare system in Kerala’s government hospitals seems to be in the grip of a crisis because of a reported shortage of psychiatric social workers, who play a crucial role in the psycho-social rehabilitation of patients.Psychiatric social workers are mental health professionals who provide therapy, manage cases, and ensure rehabilitation of people with mental disorders. They have a postgraduate degree in social work (MSW) and an MPhil degree in psychiatric social work from a University Grants Commission-recognised university. Their job is significant in bridging the gap between mental health treatment and the patient’s social background. Apart from the evaluation of the patient’s mental health condition, they also get involved in medical diagnosis, psycho-social therapy, and psycho-social rehabilitation.According to official sources, eight of the 15 approved posts under the Directorate of Health Services (DHS) are vacant. Three of the four posts attached to the Directorate of Medical Education (DME) are unfilled too. Between 2021 and 2025, only four vacancies were reported to the Kerala Public Service Commission (PSC) for recruitment. The sources say that there are no temporary arrangements to fill the vacancies at present. There are no valid rank lists under the PSC as well.Meanwhile, the State government is yet to make changes to the qualification criteria of psychiatric social workers in line with the Mental Healthcare Act, 2017, as directed by the Kerala Administrative Tribunal in February 2021. The PSC’s recruitment process has been stalled because the changed qualification criteria have not been officially notified.K.V. Binumon, a psychiatric social worker who works with the State government’s ‘Vimukthi’ de-addiction project, claims that these mental health professionals are facing salary disparity too. “Along with psychiatrists and clinical psychologists, our role is equally important in the mental healthcare system. Despite having a two-year MPhil degree equivalent to that of clinical psychologists, we face wage discrimination. The primary reason for this disparity is the unscientific qualification criteria set by the PSC. At present, the rules allow candidates with a basic MSW, or even an MSc in Psychology or Sociology, to apply for the post. Because of this anomaly, highly qualified professionals holding an MPhil in Psychiatric Social Work, employed on a permanent or contract basis in the DHS and DME, are unjustly forced to work for a much lower salary than that of clinical psychologists,” he says. During this period, he was unable to make or receive calls and messages despite having sufficient balance and service validity until August 2026.According to the complaint, he approached the mobile service centre in Kammanahalli regarding the issue. He was initially informed that the problem would be resolved within 48 hours, but the resolution timeline was subsequently extended by another 24 hours. The mobile number reportedly resumed normal functioning only on June 10.When he later attempted to access his mobile banking application, he encountered login issues. He then visited a nearby ATM and obtained a mini statement using his debit card. The statement revealed multiple unauthorised transactions from his bank account during the period when his mobile number was inactive.Upon contacting customer care, he learned that fraudulent transactions amounting to ₹7,44,831 had been carried out from his savings account. The complainant immediately reported the incident through the National Cyber Crime Helpline (1930).Based on the complaint, the East CEN Crime Police have registered a case under Sections 66(C) and 66(D) of the Information Technology Act, 2000, and Section 318(4) of the Bharatiya Nyaya Sanhita (BNS), 2023, pertaining to identity theft, cheating by personation using computer resources, and cheating. Satheesan told the media in Thiruvananthapuram on Wednesday (June 17, 2026) following the Cabinet meeting.He said the State government was “forced to” continue with the controversial project as the previous Left Democratic Front (LDF) government had “already entered into an agreement” and “received money” from the Union government.After the LDF government had inked the agreement in October last year, the Union government sanctioned the long held-up Samagra Shiksha funds to the tune of ₹92.41 crore due to the State for the 2025-26 year. However, faced with Opposition from alliance partner Communist Party of India (CPI), the LDF government decided to put the agreement on hold, a decision which was communicated to the Union government in a letter dated November 12, 2025.Implementation on conditionMr. Satheesan said the implementation of the project will be on the condition that the Union government will not intervene in the curriculum framework and that the State government will have the freedom to choose the schools in which it will be implemented.The subcommittee, which will prepare the communication to be forwarded to the Union government, will have General Education Minister N. Samsudheen as the convener and will consist of Higher Education Minister Roji M. John, Tourism Minister P.C. Vishnunadh, and Excise Minister M. Liju as members.Mr. Satheesan said the government will hold discussions with other non-BJP States which have already implemented the PM SHRI scheme and take a collective decision on protecting the rights of the States.On being asked whether the UDF has now taken a position contrary to its earlier opposition to the project, Mr. Satheesan said it had opposed the LDF government’s “act of signing it without informing the Cabinet.” He said the State is badly in need of the ₹1,100 crore being held up by the Centre. He claimed that the previous government had sent no letters to the Centre regarding withdrawal from the scheme.Mr. Satheesan, however, refused to take more questions regarding the change in stance of the Congress-led UDF regarding the scheme.Sivankutty cites reasonFormer General Education Minister V. Sivankutty said that the previous LDF-led State government had signed the PM SHRI MoU after the Union government denied its rightful share of Samagra Shiksha funds.“Despite discussions with the Union Education Minister, they were not ready to provide funds for Samagra Shiksha Kerala. The State government itself provided funds for the salaries of the employees of the Samagra Shiksha scheme during the period from 2023-24 to 2025-26. It was only when such a severe financial crisis arose that the government decided to sign a Memorandum of Understanding for the time being to receive funds but without taking any step to implement the PM SHRI Scheme. The Chief Minister is hiding the fact that the previous government has stopped the implementation of the scheme,” he said.Mr. Sivankutty said that despite reminders from the Union government to initiate the steps for PM SHRI, the LDF government did not do so. A programme was organised to celebrate the achievement during a Regional Workshop on ‘White Revolution 2.0’ on its Vijayawada factory premises on Wednesday.Krishna Milk Union Chairman Chalasani Anjaneyulu said the long-cherished dream of dairy farmers had been fulfilled through the successful implementation of Project Kamadhenu at Veeravalli.Proposed at an estimated cost of ₹185 crore, the project was completed with ₹163 crore and this stands as a symbol of efficient financial management and farmer participation, he said.The state-of-the-art automated dairy plant at Veeravalli has a processing capacity of 6 lakh litres per day, with a scope for expansion up to 8 lakh litres. The loan taken for the project was scheduled for repayment over seven years, but was fully paid in just 30 months due to strong financial discipline and operational efficiency,” Mr. Anjaneyulu.Despite the Budameru floods that forced a 42-day shutdown of the Vijayawada plant and caused losses of around ₹24 crore, the union managed to maintain uninterrupted operations by shifting processing activities to the Kamadhenu facility, the officials said.Mr. Anjaneyulu credited dairy farmers, milk society presidents, employees, and cooperative leaders for the achievement, stating that collective effort ensured the union’s resilience during challenging times.He also highlighted the union’s performance over the past seven years, noting a significant growth in procurement and financial indicators.Milk procurement prices were increased by ₹28 per litre (₹280 per kg fat basis), and procurement volumes rose by 71 per cent, reaching 10.33 crore litres. The union has paid over ₹250 crore as bonuses to farmers over the past five years, including ₹45 crore in the 2025–26 financial year alone. She suggested that trained youth should not merely wait for jobs but should instead emerge as entrepreneurs themselves and reach a stage where they could provide employment to others.Ms. Shabari said the primary objective of RSETI is to provide free training to rural youth and enable self-employment through bank loan assistance. The RSETI aims to provide free vocational and skill training to rural youth, followed by opportunities for self-employment supported by bank loans, she said, and expressed hope that the centre would help more youth and women in the district become financially empowered.Union Bank Regional Head D. Anil Kumar said the bank was committed to the economic development of the weaker sections of society. He said that through the Nandyal RSETI, it would provide skill training to farmers, women and Self-Help Group (SHG) members, thereby enabling their financial self-reliance.RSETI Director B. Veena, daughter of former Kerala Chief Minister Pinarayi Vijayan, appeared at the zonal office of the Enforcement Directorate (ED) in Kochi on Wednesday (June 17, 2026) for questioning in connection with the probe into the Cochin Minerals and Rutile Ltd (CMRL) pay-off case.She turned up at the office around 10.25 a.m. P.A. Mohamed Riyas, her husband and Beypore MLA, accompanied her in a vehicle and left the premises after she entered the ED office.This is the first time she is appearing before the investigation agency at its office in the probe linked to allegations that CMRL made payments amounting to ₹2.78 crore to her now-defunct Exalogic IT company without receiving any services in return.Security beefed upThe security at the ED office was beefed up ahead of her questioning in view of the violent incidents that occurred during the raids held by the central agency at the residence of Mr. Vijayan in Thiruvananthapuram on May 27, 2026. The police had then arrested workers of Communist Party of India (Marxist) and Democratic Youth Federation of India (DYFI) on charges of attacking the vehicles carrying the ED officials. The personnel of Central Industrial Security Force (CISF) and Kerala Police have been posted at the entrance of the ED office as part of the enhanced security measures.Though she was asked to appear for questioning on June 12, Ms. Veena had sought postponement of appearance citing health grounds. The ED later issued a fresh summons directing her to appear on June 17.The agency had questioned Shiby S. Kartha, daughter of CMRL managing director Sasidharan S. Kartha, on Monday. On Tuesday, the ED questioned Saran S. Kartha, joint managing director of CMRL, and Jaya S. Kartha, wife of Mr. Sasidharan Kartha. She is the director of Empower India Capital Investments Pvt Ltd operated by Mr. Sasidharan Kartha, which had extended loans worth ₹50 lakh to Exalogic despite the company allegedly failing to make timely repayments.According to the ED, CMRL was searched by Income Tax Department in January 2019 during which certain fake expenses to the extent of about 130 crore was identified. The fake expenses were also admitted by CMRL before the Income Tax Settlement Commission [ITSC]. The ITSC found that the company gave bribe to various persons. An investigation by the Serious Fraud Investigation Office (SFIO) under the Ministry of Corporate Affairs revealed fictitious cash expenses of about 182 crore over a span of 15 years, which was allegedly used by CMRL to bribe various persons, it said.The ED had registered a case under the Prevention of Money Laundering Act (PMLA) on the basis of a prosecution complaint filed by the SFIO before a court in Ernakulam in April 2025. During the course of the raids, the agency had frozen ₹18.36 crore in 242 accounts identified during the search operations held in the pay-off case. Published - June 17, 2026 10:49 am IST
